At the end of March 1942, prisoners of war from Madoera and central and eastern Java were, along with a group of approximately 400 civilian men from Soerabaja, interned in sheds, offices, and outbuildings belonging to the Java-China-Japan Line in the Tandjoeng Perak harbour. They were put to work by day, among other things for the cleaning and rebuilding effort at the harbour. Between 5 and 15 September the British, Australian, and American prisoners of war were sent to the HBS in Soerabaja. The Dutch, Moluccan, and Menadonese prisoners of war went to the Jaarmarkt terrain in Soerabaja. Thereafter the JCJL buildings functioned as a transition camp for transports of prisoners of war, romushas, and heihos on their way to labour camp in the eastern part of the Indies Archipelago.
