From the beginning of March 1942, the Werfstraat prison held approximately 50 British and American, and also later Dutch, Jewish, Armenian, and Iraqi women and children. The non-Dutch women and children were taken to Tanahtinggi, near Tangerang; the Dutch women and children went to camps in Semarang and Ambarawa. The prison functioned in parallel as a regular prison. Political prisoners of the Political Information Service and Kempeitai were also held there.

From February 1943, approximately 650 Dutch men and boys detained during raids in Soerabaja were interned in the Werfstraat prison. A major part of the group were taken to Kesilir in May 1943; others went in February 1944 to the 15th Battalion in Bandoeng. The prison functioned in parallel as a regular prison. Political prisoners of the Political Information Service and Kempeitai were also held there.

In mid-October 1945, approximately 2,400 men, women, and children were interned in the Werfstraat prison. Just under 1,500 of these were boys and men who had earlier been interned in the Simpang Club building. The cells in the prison were overcrowded, with up to 15 people per one-person cell. They could go out for fresh air for 15 minutes per day. The food was bad: a small bowl of rice with a small amount of vegetable soup or vegetable paste, but also sometimes nothing at all. The approximately 200 internees who had been seriously injured upon arrival at the prison received almost no care. British authorities initiated a number of attempts to secure the freedom of the prisoners. British troops kept entering into battle with pemoedas. The prisoners heard gun battles continually. On October 26th, British-Indies troops attacked and were able to free just under 40 people. On November 10th the rest were freed by a group of Ghurka commandos under the leadership of lt. J.L. (Jack) Boer. They were taken to the A-Camp in the harbour area.
