The Tjipinang prison, the largest prison in the Dutch Indies, functioned throughout the Japanese occupation as a civil punishment prison. There were always between 4,000 and 5,000 prisoners, most of them put to work in the businesses within the prison walls. The prison was also used to hold detainees and internees being transported to or from Batavia. In the last two years of the occupation the prison also held on average 600 political prisoners, both those accused and those being punished. Of these men and women, approximately half were “European”. They were kept in a separate section away from the other prisoners, but the same rules applied to them as to the others; they did not have a military guard. Some of them, approximately 300, were taken in March to the Soekamiskin prison near Bandoeng. In the infirmary at Tjipinang prison, political prisoners were cared for after they were interrogated and tortured by the Kempeitai or the Political Information Service in Batavia. Also a number of seriously ill boys among the Indo-Europeans who had been held in 1945 as political prisoners in Glodok prison had been sent to the prison hospital at Tjipinang. The death rate was high. The general director of the prisons in the Batavia jurisdiction was Japanese, as were the head guards. The other guards, male and female, along with the lower administrative personnel and the nursing staff, were almost all Indonesian.
