In October 1944, a men’s camp was set up at the Panigoran plantation of the Sungei Buaya (Sum.) Rubber Company. It initially comprised two sections separated by barbed wire. Camp A was for Britons and Americans, 100 men who had been previously held in the Bindjei prison, while Camp B was for Dutch “prominent people” from Northern Sumatra, including civil servants, pastors, and reverends. They had been held earlier at Belawan Estate and Soengeisengkol. The division between Camps A and B was later removed. The internees were housed in two rows of stone colonization houses, surrounded by barbed wire. On each corner there was a guardhouse. In March 1945, a third camp was put into use, but the Indo-European internees in Camp C remained strictly separated from the internees in Camps A and B.
